what you heard may be not absolutely right. academical faculty usually print theirs in school/department letterhead, but we shouldnot insist their printing in letterhead if government officers (such as NIH, NSF)would not like to. This should be ok. What matters is that the officers can understand your great strength. In fact, when the officer descibes himself and his qualifications, he should include his whereabout(employer or simple vita) and his goverment division, work phone number.
we got approved immediately after we filed first application, 6 letters including two from NIH/NSF with no official headletters.
