1) What is the best time to file for change of status to get a F1 visa?
You have to do it before your H1 expires, better get INS receipt before your last day as H1.
2) What is the procedure to do it?

3) Can I continue to work after filing for change of status and before getting f1?
yes, as long as your H1b is valid.
4) If the spring semester has started, and I still haven't got my F1; Do I have to work full time and study full time to maintain my status?
if your I-20 is for spring semeter, then you are supposed to start full time student study from spring. School would usually allow you to study full time while waiting for F-1 visa.
If you want to work until last day of H1B, you'd better get a I-20 starting summer.
