Do you have at least one year work experience. This is one of the minium requirements.
If you do have, go ahead, send your application. Since you have been studying in Canada, it should be easy to convince Immigration Officer about your language ability. Take some time to prepare a decent letter about your language. But remeber, never, never metion anything about TOEFL, both TOEFL and GRE are not acceptable for immigration purpose. Good luck.
