I think you should apply the OPT before you graduate. I am not sure about the policy of last year. But this year, I was told by ISSS that you can't apply OPT after graduate and it is ok to stay here to wait for your OPT approval, just can't work before you get it. The grace period refers that after you finish your 1-year OPT, you still have two months of legal status.
