Changing back to 5 years for J1 is an old issue that has been discussing and proposing almost every year at this time. Maybe it will pass houses and become final regulation some day in future, but at least there is no clear official notice about this issue right now.
"News" on some Chinese papers and website may only be used as reference. Like some newpapers and websites posted a 2-year old "NEWS" about Canada Changes its Immigration Marks a couple of months back.
