不過我2002年時有回去台灣一個月,再進來的十後沒有拿新的I-94(因為還沒過期),
You remembered incorrectly. You got a new I-94 when you returned from Asia, if you are a non-immigrant. Otherwise, you did not enter US with inspection.
Check the admit stamp date. E-1 usually given 2-year I-94 (in your case 2002-2004), renewable (if eligible) every two years by filing I-129. I bet your father's E1 I-94 is renewed (or got a new one when re-entering US).
