I am not sure if my Mom turn in I-94 or not when she left US. I will ask her later.
The main reason for rejection looks like they somehow think my mom and my brother has immigration intention. The first time(1996), my mom came here by herself. She went back after 3 months. The second time(1997), she came with my dad and stayed for 6 mths. The third time(2002), she came with my uncle, stayed for 6 mths and went back in Sept 2002. According to the prior experience, I think that it looks like since my mom has good "credit" so it's easy to get visa when the other family member go together with her. Since my brother works in Shengzhen, so I asked my mom to go to Guangzhou together with my brother. They got denied. A couple of days ago, during the interview in Shanghai, after the VO mentioned my mom's recent rejection in Guangzhou, he rejected her right away.
Maybe it's the quota issue as the attorney suggested.
