you may be able to apply for employment based immigration even if you are not in the US.

check the INS website yourself. If you can find a US employer who is willing to go through the long process then you may have a shot, but because the process tends to be long, i am not sure if you can find one who is willing to go through the trouble while you are not even working for them. So the difficult may lie with the employer and not the law.

But there are certain catagories which will get you a greencard faster than others, such as EB1.
