這是怎麽回事情呢？from US home security

今天收到了一封從 US Department of Homeland Security , Immigration and Customs Enfrocement一封信，(這信是郵寄到學校的外國人服務中心)原話是

Our office received a request for refund of fee from the INS office where you field your application.

The check is now stale dated and void. Please contact the debt management center in writing at the address before to confirm your correct mailing address, and include your aline number or receipt number, and the reference number, so that we may re-issue your refund payment.

if you have any questions or need additional information ,please call XXX at ****.

然後我打電話到該人，說是以前多收了我的費用，現在要退，退什麽費用呢？我以前申請過 H1，H4(for family)，I140 and I485. 說是多charge了我，可我都是按人家規定交付費用的，一份錢都沒有多交過，難道以前收費多了，現在退？
