EB2 or EB3

I'm a civil engineer.From www.flcdataceneter.com,the information for this title is:
O*Net™ JobZone: 4 (SVP 7 Education & Training Code: 5-Bachelor's degree

Does this mean this title require bachelor degree and no experience? Actually,when I got this job,the position requires 5+ years experience,plus PE registration.If we change the degree requirement to Master,will it be rejected for PERM?

Does wage level 3 or level 4 determine EB2 or EB3(my current salary is between them,though my company may pay me more in the future)?

As I know,most engineer positions have the same Jbo Zone, Education & Training Code and SVP,so this may be of great interest to others.
