Generally,
1。 you cannot change to any other status in US. You have to leave US and get a new visa.

2。 No need to apply waiver if you just to want to get a degree. You can change to F1 or J1 student in the 3rd country or in CHina without waiver.

But be sure to consult the ISO in your school about the latest regulation on this. This is very important.
