Because the driver's license now is only valid for 1 year for temporary residents or the length of the authorized stay (such as the end of H1 visa). For B1/B2 visas, I think you can just forget about it. These are considered very temporary visas that often have only 3-6 month valid stay.
However, some states do offer driver's licenses to illegal immigrants still, but only 1 year at a time. So I suppose if your main concern is getting a driver's license, then contact your state DMV or check out their website.
