If you are a university

employee, e.g. postdoc, you perhaps can do it by yourself pretty easily if you can borrow other people's filing documents.

But for company H-1Bs which requires a labor certificate (or sth like that) petition, it is harder.

In Houston there are a lot of Chinese law firms, so you should be able to find a good one.
