Urgent: Question on H1B quote

I got an master in US 3 years ago, and will get complete another
US master in 2 weeks. However, my job offer is related the
second Master. Am I qualified for the additional 20,000 quote?

I hesitate to file now, but is also afraid that the quote runs
out in 2 weeks.

Does anybody have a suggestion?
