But I do think working in US is important.

Among my six letters, only one is American, all others are foreigners (greencard holders or naturalized US citizen, including Chinese). But they all work in the US. Plus, they are from different backgrounds - company, national lab and universities. I got my 140 approved without RFE (of course there is luck factor too).

So, try to find non-university experts to recommend you. You could ask your boss to recommend somebody, or people you met at conferences, or even people you know personally who happen to work in the same field, or even former graduates or postdocs from your group. A Chinese friend of mine (who was a univ postdoc) had used letters from his friends working in some top US companies and pretended that they knew each other through work.
