1. Yes, You can move. 2. Yes, Moving may prolong the processing. 3. If I-140 is employer-sponsored, moving to another state can trigger an RFE or interview. 4.If you do follow AC21 and comply with whatever path in your I-140 petition, interview is just a formality and really nothing to worry about.
