You are right, I thought we demonstrated that my graduate research was "outstanding" in the cover letter of my I-140. The RFE sounds like it copyed from the INS wensite when it states "only if the rsearch conducted toward the degree has been recognized within the academic field as outstanding". I have an award for my graduate research and my graduate research won half-million dollar funding for my old boss. Hope these will help.
