hat? I don't think the citation is so important. You don't need to be excellent when you petition under NIW category,otherwise you should go Eb1. I got only one citation from myself (my three publications were in 2004 though) and got approved without RFE within 4 months from TSC. I believe the most important issue in NIW is that your petition letter showes that your work is related to the national interest and your reference letters esp. from independent evaluators said the same thing.
