Thanks everybody's answer.But my institute's leaders don't want help me to apply waiver.So what I want to do now is to get a US PHd first. I think American Consulate in Mexico just stopped to accept this kind of application recently. The international office guys suggest me to go home to get a new visa.I am really mad now.
