About J-1 waiver

I applied J-1 waiver last year. After favorit recommandation was sent out by department of state last Dec, I began my H1 application. Rhight now I already got H1aproved but I still not got my J-1 waiver final notice. Evenmore, I never got any receipt number about J1 waiver. I need that final notice to get visa at USA embassy. If it take too long that I can not get my visa, my job offer will expire. Did anybody have similar experience? How can I check my status without receipt number? By the way, I am in Canada now.
