This issue is always a big pain to NIW petitioners, I believe. For me, I was just quite lucky to have avoided answering such a tough question -- my cases (EB1a & NIW, filed by myself) were passed without RFE.
What I can see that will be helpful to your case include:
1. Provide a couple of VERY STRONG new reference letters to illustrate what significant achievements you have made and how important your expertise/background are to the US national interest. Also try to demonstrate how you will CONSTANTLY or BETTER make your contributions to this country after becoming a permanent resident. It will be extremely helpful to you if you can get some highly positive letters from people in the governmental organizations such as EPA, NIH and DOE.
2. If you are currently conducting a significant project in the US, try to convince the immigration officers that a permanent resident status will help you keep working on your project, which will result in great benefits to this country
3. Show your case and let the Immigration Officers know that the LC procedure is so tedious and time-consuming. You tried to go LC and experienced a long-time waiting, but it is still not available. So, this procedure doesn't you to better serve this country and so it is NOT in the national interest!
