HELP: Get VISA in 3rd country

My wife is now in US with H4 visa. She wants to go back to China in this summer. Is it true that she can have multiple entrances to US if she gets VISA
at the U.S. Consulate in Canada, given she is also holding Canada Permanent Residence Card.
