I lived there many years and never knew there was an US consulate in Winnipeg. I know there's a POE close to Winnipeg(the town called Pemina?). At the time I lived in Winnipeg, we had to submit the visa application to Calgary. But if you're Canadian citizen, you can go to that POE and get TN visa.
