You can take a picture at anywhere with any background as long as you face to your digital camera (front view), then use PhotoShop to edit it. I took our pictures by myself and edited them in PhotoShop, then printed them out in Welgreen or Costco, use a blade to cut them according to specifications. I use them for our passports renewal, Canada GC application. But for American GC, my application is still in process of LC.
