No. You do not have to wait for her becomes US citizen. She can petition for you now (File I-130). Then you get a priority date (Sooner the better). Then you wait for your priority date becomes current. It will take years. You then apply for I-485 when either your priority date becomes current or she becomes citizen, whichever happens first. If she becomes citizen first, simply file your I-485 and notify CIS your catergory has changed from GC holder's spouse becomes US citizen's spouse, i.e. your immigrantion visa number is current. Do not waste time now and file I-130 immediately. You act one day sooner now, you may save months of waiting later.
