It's risky for your bubby to apply for B2 now since he neither work nor study. Wait for 6 months and apply. He should have good chance to get multi-year B1/B2.

Tell the truth that your brother is in US. It's required on the application form. I guess it's better to say the purpose of visa is for a tour.
