From my experience

1. Your advisor is your boss. Period. If he does not want you, he has all the right to do so. Neither the department nor the school can force him to change his mind.
2. If you are unfairly treated by your advisor, talk to the chair of the department. Usually he will provide some advice. Bottom line is you need to inform the department that your advisor is treating you unfairly.
3. It is possible to switch advisor, but it is very difficult.
4. Improve your English. This cannot be over-emphasized. When you get to the job market, you will understand that good English means good job while poor English means poor/no job.
