1.Do a self-evaluation here http://www.cic.gc.ca/english/index.html. If your mark is more 67, you are qualified.

2.Send application to Canadian Embassy in Beijing or Consulate in Hongkong (may not accept new application now, you better check by yourself). Lawyer is NOT necessary. You can hire a lawyer in north America if you want, but your application will still be processed in China.

3.Almost 100% if you qualified. The whole processing time is around 5 years in China.
