Sorry for your suffering. Here is my opinion for your reference.
文章數目的多少不是申請NIW的關鍵, 關鍵是THE IMPACTS OF YOUR PUBLICATIONS OR RESEARCHES, such as impact factors of the journals where your articles were published, citations, any independent review articles in favorable mention of your researches, how your research shapes other people's study, any request for your reprint via email, postcard etc, any technical help requested by other people in your area etc.
In your petition letter, you need organize well all your supporting evidence, to demonstrate that you are superior to the minimum qualified Americans produced by labour certificate. Your proved past track (strong background) will justify your future benefit for National interest. You need to include all whatever awards you have, but you need gave evaluation information for the awad you received such as you were selected among how many candiates for this award, award issuer etc.
You can not just submit all the materials you have to let immigrtion officers to judge since they know nothing about your research. You need to express yourself and research in plain English. You need to address three criteria for NIW. 1): substantial intrisic merit of your research, 2): impact in national scope 3): adverse effect if you are forced to go through labour certificate.
Based on your RFE, it seemed that you did not address well the 2nd issue (just guess!!). you need to cite recommendation letters to address each issue for NIW.
you may need submit the following stuff:
1): your rewritten petition letter to address USCIS concerns in RFE, focusing on the 3 criteria for NIW.
2); 4-8 letters from your current boss and/or independent reseachers to attest to the impact of your researches in terms of national interest
3): new publications or manuscripts since the last submission of your application,
4) new citations, reprint request, technical consultations etc.
5): new award if you have, additional information for the award you submitted as I indicated above.
Hope it helps.
