I think you can not get a new passport in China and mail it to you. First you have to be taken a digital photo in Gonganjiu. And if there is not exit stamp on your passport at chinese border it will give you more trouble in the future. There is no JI HUO any more. Try get a copy of your old passport paper's in China and hand it over the embassy here. good luck
