OPT rule has changed several times in the past ten years. 10 years ago, you have only one 12-m OPT for lifetime but you can use some for each of your US degree, 5 years ago, you can have another full 12m if you reentered after 6 to 12 months out of USA. current rule started 2003 only allow you to apply within a 4 months windows around graduation with a higher degree. So, it's true your OPT chance now under current rule is slim. And you should go for FY05 20,000 new H1, if it starts.
