加拿大timeline and questions...

2004年3月底，sent application，
2004年4月底，1st letter，
2004年12月初，2nd letter，
2004年12月中，sent medical exam result，
2005年2月中，sent FBI report，
2005年4月初，3rd letter.
我的問題與此timeline無關，隻是給這裏像我一樣曾經關注timeline的同道朋友一個參考例子。

我準備開車從buffalo登陸加拿大（J1拿不到waiver，是真正移民）。我的父親已經簽好了到美國來的探親簽證，他想到美國和我團聚後陪我一起登陸，然後從加拿大回國。我的問題是：
1、他需要提前申請加拿大的簽證嗎？還是在Port of Entry過一下境即可？
2、如果需要提前申請，要提前很多天申請還是在buffalo或new york show in person當天就可以拿到？
還望有過同樣經曆的朋友給出準確信息，我父親非常希望能陪我們成行。
