I had same experience before. The notory from Beijing was not the best one and always refused by attorny or INS because it did not mention when you were registered in local sub-police station. The most important things to be listed in the Brith Notoray are:
Name,
Birth Place,
Time,
Parants' Name,
Registration Date (must be within one year)
