Waiver is a tough thing generated from J1. As I know, you can change J1 to F1 to be student status, but you will not avoid the waiver forever if you really plan to stay here. In future, you will be asked to show the waiver document for any status change or application. If no waiver, you can not apply for H1, green card, or other status. So, my suggestion is you must do J1 waiver through any possible routes, such as from American side but not from chinese side, from which you may not be able to get relevant document as you may still keep the housing or certain benefit in your chinese company.
