need your suggestion, thanks

I got master degree last year. I'm working in a startup company on OPT right now. My OPT expires in may. I asked my boss several times about if the company can apply H1 for me. His answer was we will talk about it later. 2 weeks ago, he told me that he will apply h1 for me next week. But last week he didn't mention it at all. I asked him yesterday. And he said we will apply it for you, but we will get there slowly. I was really confused, did he mean a "no" to me by saying "getting there slowly" because it's the time to apply and my OPT expires soon. Should I talk to him that I will quit next week if he don't do it now? Because we are very busy and he need me now but he actually don't want to support me. Please tell me what you think? Thank you very much.
