F1 can file 485 and apply for OPT while 485 pending. It is unnecessary for her to transfer to H4.

If her 485 is denied, she can't get F1 visa outside US. She can apply for H4 visa to come back to US if you keep your H1 status.

I don't know whether she is out of F1 status or not if her 485 is denied.
