Obviously, there are some differences.
1. there is no interview process if you submit your application through Bank of CITIC. CITIC will give you a time and date on which you need go to consulate for fingerprint.
2. If you make an appointment with the U.S. consulate, you will go through a general visa application process. A visa-office will talk to you face to face.
I got my H1B visa in Shanghai last year and I am going to apply H1B visa again on 4/30. Actually, U.S. consulate in Shanghai has suspended the services through CITIC. All applicants have to the interview process. Where are you going to apply?
