Visa from Japan

I have a friend who will be graduated from master program next May in Japan and he would like to go to U.S. to study English after that. In my option, It is hard to get a F-1 visa, becuase he already have M.S. degree by then and only come here to study the language. My suggestion to him is to try to apply Visitor this X'mas with his wife. They just got married and his wife is doing PH.D in Japan. I think the VO will believe they will return back to Japan since he has one more semeter to be finished and his wife is unlikely to give up her degree. However,the risk of applying B-1 visa is if it fail, he will have almost no chance to get F-1.

Please anybody have any suggestions?
