PERM labor certification online system is at http://www.plc.doleta.gov/ . It started running March 28. I filed my online application the very first day. First, I asked my boss to apply for an account on the PERM system in his name as required by the system. He is the sponsor, I am the beneficiary. So, only he can set up an account. Then the system sent a password to my boss’s mail box. My boss and I then logged on the system and populated the information required. It took an hour. When you submit online application, you do not need to get your employer’s signature. After the application is certified, Dept. of Labor will send the form to your employer using the address your boss entered when he/she set up an account. Before you do online application, you need (strictly, your employer) need to do pre-filing preparation, for example, prevailing wage determination, internal notice of filing, … , for details, look at the PERM rules from the website or other immigration site. I suggest you not to read websites of Chinese attorneys. Their translations are not exact. Read original English rules only!!
