Toronto or Ottawa?

Can anyone answer this question? Can I land in Toronto (my destination city) and then go to Ottawa for a new US visa stamp? The reason is that reservation is not available anymore for Toronto for the month of April. Is Ottawa one of the US consulates for US visa appliation for new immigrants residing in Toronto?
