should be the best person to do it. you will not make stupid mistakes, you are more careful than any lawyers, you are scientist, you can do it just like you prepare a grant proposal, collecting all the supporting evidences; you should understant the requirement better the requirement from USCIS website and other available website and resources. If you can get a grant, why you cannot get it done by yourself!
