Confused!!!!

My lawyer told me to submit I-131 to Chicago (My employment-based I-485 is pending at NSC), I asked why he didn't want to explain.

So today I sent the package to Chicago. However, people in this forum said it should be submitted to NSC, instead of Chicago.

I'm completely confused. Who can tell me the right answer?

BTW: I have read the I-131 filing Instruction, still confused.

It said " .......This affects alien who apply for an Advanced Parole Document and who are filing Form I-485 under the following categories:.....(family et al.based application)" My understanding is the I-131 application, and family based I-485 application should go to Chicago. Is it right?
