Yes, but it was an old old news.
This news was for people in 2001, just like people in early 1990s were all eligible to get June-4 GC with no problem (that is, if you wanted one, you would get one), just like people came before 1983 were all eligible for a GC if applying in 1986. People now in 2005 has none of the above.
