you can apply part-time h-1b. Wage requirement can accept hourly wage.
So for example the offer is $30K and wage require is $40K or $19.2 hourly ( $40K/52(weeks)/5(days)/8(hour)). If you apply part-time h-1b as work 24 hours per week,then you meet the requirement

$30K/52/3/8 = $24 hourly
