And you have to inform the RIV that you don't wanna import the car right now (the one you have paid the fee), and better give them some good explanations.
We paid the fee in 2002 because we didn't know the procedure at that time, later we told RIV we would do it later, and was told that we could do it by just paying the fee for the second time. Later when we drove the car to Canada, we were asking to pay the fee again although we didn't wanna do so. And we had to get a notary letter indicating the car was still in the US to cancel the case. Very annoying.
