part time H1b

I have a question about concurrent part time H1b visa.
I know transfer H1B can start to work once you file the application, and how about the part time 2nd H-1b visa, do I need to wait for approval before start to work?

I found the paragraph as follow in INA didn't say full time or part time.
Anybody with any advice or experience is appreciated, thanks!
