H-4 能做independent contractor 嗎

我是H-4, 看到有廣告說有在家縫小玩具，郵寄信件等工作， 性質是independent contractor, 自己負責報稅。 這些家庭工作都要求我先寄給他們三十塊錢左右以購買starter kit, 然後他們會寄給我the starter kit. 請問大家有相關經驗者：
1）這種家庭手工可信嗎？
2）如果可行，H-4可以做independent contractor 嗎？
