H1-B transfer between 2 univer

Experienced and warmhearted friends please answer my questions, thank you very much in advance!!!!!!11

How long does it take to tranfer H1-B between two differnt universities? My current H1-B will be effective from this July, but probably I will change to another University after this summer or later, how long in advance should I ask my future University to start H1-B process?
