you submited degree equalency?

My friend is a Ph.D from China. He is in USA and applying for new H-1B. But he was just told that a degree equalency statement is needed. Must he submit to degree equalency statement apply for H-1b visa? A friend told me that degree equalency statement doesn't need to submit. Did you submit degree equalency statement when you applyed for H-1B visa? Yes or No. Thanks.
