take pictures at home, and develop it as ID photo in supermarket such as Sam's Club, WalMart,etc. $0.24 (or $0.36 at WalMart) for one picture (with 6 of 2x2 passport size ID pictures). It will cost you only about $0.48 or $0.72 for 12 of passport photos. Good luck.
